I have a 1999 NON-turbo S70 volvo and i need the ECM/ECU and the throttle body from the same vehicle. they must be from the same running vehicle for it to work in my car. as they are “married” for this year.

I don’t know who told you that throttle body is programmed to the ECU, it is not truth, you don’t need to change both when you change throttle body, if you need ecu you need immobilizer and a key which means you need the whole steering column, please tell me why you need to replace the ECU, it ia a very expensive to do so.
